There are many choices out there, here are some that are trustworty and eastablished...
Langerman Lists Inc.
Based in Portland, ME this is a perfect solution if you'd like
to buy a one-time use list.
Prices are about 10 cents per name, there's a minimum of names
to buy.

Adbase
This is a database that works as a subscription, you have unlimited
usage for a year in the area you choose (the whole US, Canada,
the East Coast...etc, etc). Very good if you are planning to do
a lot of self-promotion through the year.

Most of the sourcebooks (such as Workbook, Serbin Communication, Showcase, Blackbook....) will sell lists and/or give you discounts if you're buying a page with them.
Go around, check libraries, bookstores, ask friends, call newspapers. There's a lot of names to be found for free!

Artist's and Graphic Designer's market- Writer's Digest Books- Edited by Mary Cox
Children's Writer's and Illustrator's market- Writer's Digest Books-Edited by Alice Pope
Both books are updated yearly-good source of names for the price of a book. Sometimes libraries carries them. Make sure is a fairly new copy, so the names are not too old.

-a website were, for a fee, you can bid on illustration and design
jobs. The main problem is that you may end up working with a lot
of people who are not professional (therefore, they may not know
a lot about rights and prices). But also a few design firms find
work here.
